Supplemental Academic Programs - Education

Cullen Foundation’s support for Supplemental Academic Programs (SAPs) seeks to expand the availability of high-dosage programs that provide meaningful academic experiences delivered with sufficient intensity to achieve program-specific goals. Our funding prioritizes proven Pre-K to 12 SAP providers/partners whose work aligns with our goals and values. Funded programs will augment school activities with additional opportunities for students to engage with caring adults, connect to supportive institutions, and sustain their academic focus.

Our Winter 2026 Supplemental Academic Program cycles are now open with a Summer ONLY Programs cycle and a seperate cycle for School Year and Full Year programs.

Cullen Scholars

Students seeking a unique and rewarding academic experience provided by Erie County’s private schools have an exciting opportunity. Cullen Foundation seeks to assist families of high-achieving students to mitigate the financial challenges of attaining a private middle school and high school education through our Cullen Scholars program.

Human Capital

Cullen Foundation believes great talent is the fuel for high-performing schools. A strong and complete talent pipeline is critical to meeting the need for high-quality teachers and leaders. Cullen Foundation developed a focused human capital/talent investment strategy that generates, prioritizes, and sequences strategies to accelerate progress on identified talent needs over the next several years given the specific assets and needs of Buffalo’s schools.

Charter Schools

Through rigorous strategic planning processes and analyses of school performance across Buffalo, the Cullen Foundation prioritized improving access to high-quality schools for underserved populations. Since 2015, Cullen has committed to dramatically increasing the number of seats in high-quality schools serving primarily economically disadvantaged students across the city via four primary investment strategies:

Replicating and growing proven high-performing charter schools

Incubating new high-performing charter schools

Supporting the academic growth of promising charter schools

Investing in human capital pipelines that meet the needs of Buffalo schools
